Hi,

you didn't mention which layers you tried to merge, so hard to tell now it's working for us or not.

At least: some of the layers are locked, have you tried first to unlock layers and then try to merge?

1. you cannot merge a layer that is locked.
2. you cannot merge a layer that is your current layer.
3. If you are still having issues, is this DWG file from a vertical version of AutoCAD, or a newer version of AutoCAD that was saved down to R2007 format? Then you are probably out of luck.

Another test to try: If layer A will not merge with Layer B, try merging Layer B with Layer A. Or Merge layers A with Layer 0 then move that content to Layer B.
