No. But you can insert it as block and scale the insertion with three
different scale factors.

If you make a block of the objects then you can insert at non-uniform scales
(and also adjust in any of the 3 axis).

The OBJECT has to be a block (you can make it so temporarily if needed),
then PROPERTIES command can handle the task.
