paperspace/modelspace display orders

I have an aerial photo located in modelspace. In my paperspace window - my
linework, which is in paperspace is only viewable over the aerial sometimes.
It varies between drawings. In some drawings linework in paperspace is
viewable, in other drawing it's not. What is causing this inconsistency?

Use "draworder" and select photo, then send it back. While working in drawing (moving things around) sometime the photo appears to be back on top, just type "regen" (re). in paperspace type "regenall" (rea). See if this does the trick. Good luck

I don't think we've ever found an answer to this.
My personal opinion is I think it's a video card driver issue.
One of our users never has this problem, and on the other hand I have never
been able to see anything after doing a regenall.
We've tried every variable we can think of, to no avail.

I just don't draw anything in paperspace over a model aerial for this
reason.
