OPTIONS/open and save/retain changes to xref layers

Okay... WHY would I NOT want to save xref layer changes?!?!?

and who in their right mind would allow other users to refedit current dwgs??

I don't understand why those options are even allowed... and then to apply them only to current dwgs?

now every dwg I open I have to check and make sure "retain changes to xref layers" is checked, and while I'm in there I might as well uncheck "allow other idiots to refedit my dwg!

WHAT WERE THEY THINKING!!!!!!!!!!!!!!!!!!!

Not to argue the good or bad of either option, but
you do NOT change these options in each drawing.

The "retain changes to xref layers" and the "allow
other idiots to refedit my dwg" are both located in the Options dialog box and
that is stored with the current profile.  If you simply make sure that
everyone is using the same parameters, that is, in these two cases, all the
computers are set up the same way for all the profiles.....once, then you won't
have to worry about it.  At least while you are working on a drawing on
your computer with your profile.
