It's hard coded into acad.exe. You've ran into the MRU (most recently used)
list bug. If the users are opening files off of the MRU list in the File
pull-down acad at some undetermined point will stop loading the startup
files:
acad.lsp
acaddoc.lsp
acad2000.lsp
acad2000doc.lsp
The bug still existing in 2004 and there are 2 solutions. Put your startup
code into a custom partial menu's .mnl file. The other is to stop using the
MRU list.
