Failed to Update Registry

There used to be an article in the knowlege base that told how to edit the registry in Windows 2000 that would let domain users be able to use ACAD2000 without being an administrator or power user. Cannot find this any more. Has anyone see this?

what I have done in the past to fix that problem is
that I gave them power user rights on the network.  Never had the problem
since.
