Block Text won't adapt

I have a block that has attributes and in the block itself, everything is on layer 0 so that when inserted it will take on the properties of the layer it is inserted on. All is doing that except for the text/attributes. Not sure why it is behaving like this. Anyone have any suggestions or know what is going on? TIA.

Is it possible that when you created the block that a particular layer was current? Also, when you created the block, was it its own drawing file, or did you define the block within another drawing?
