This is a skinning issue, you need to be setting the weights in the skin modifier correctly. You can't just add the bones and hope for the best.

You need to explain ever step that you are doing so that I understand what you are doing wrong.

I Alt + X my character model, then i go into Bone option, after that i choose biped, make a male, place all bones and scale their heights to fit character, then i select my character, add skin modifier, add bone, display children, expand all, select bones and click add. Thats all. And btw my character is more than 1 object.

So, like I said, you are going to have to adjust the skin weights on the verts to be able to get the results that you are looking for.

You mean i should make skeleton poly editable, and make it exactly same as character?

No, I mean you should use the skin modifier to correct the weighting problems that you are seeing.

Search the help first for Skin Modifier. Then search youTube for it.

Do this:

Go to the you tube tutorials at the Autodesk Learning Channels and look for the "Zombie" character that is used in the Bones Tutorial section. It shows you how to rig using Bones and then it will show you HOW TO APPLY THE SKIN MODIFIER TO YOUR MODEL. It doesn't make any difference if you are using Biped, Cat or Bones to rig, the skin modifier is necessary to make the mesh follow the rig. Within the Skin Modifier you can use Envelopes, Paint the Weights or Manually assign values to the vertices. The tutorial is quite explicit and should help you 100%. To explain the skin modifier step by step would take several hours. The video is your best bet. Watch the tutorial first and then go back and start and stop and start and stop until you become familiar with the instructions and how to apply the skin modifier, etc. Make a lot of notes and save them for source material for the future. All professionals in any area of work have a source library to turn to when designing, modeling, animating/rigging and skinning.

Hope this info and the above tutorial helps, it should because it is comprehensive and complete.
