Disable measure on sheets if not scale aware

With a Revit Model Sheet, the measure tool is not reflecting the view scale. i.e. 100mm model distance on 1:100 view measures 1mm If not capable of reflecting the view scale to give real world measure think this tool should be disabled on sheets.
