Shell Commands without Prompt require 2nd [Enter] before they launch

2014 Shell Commands defended in the acad.pgp require 2nd [Enter] before they launch the command even though the <Prompt> option is left blank.  To execute the EXPLORER command below the user must hit [Enter] twice.  In previous version the user only had to hit [Enter] once.

;  External command format:
;  <Command name>,[<Shell request>],<Bit flag>,[*]<Prompt>,
EXPLORER,  START EXPLORER, 1,,

This is causing a problem with some of my custom commands and autolisp code that uses them.

Is anyone else seeing this?
