Is there a way to isolate layers within a region? Basically only objects within a region I select *AND* layers I select will be shown?

Only thing I can think of would be a locked viewport, and then freeze layers
that you don't want to see or work on. The locking is only for ease of use,
so that you can zoom around and not loose the view.
