What is a "BATCH PRINT lisp with the project number record option"

Is this something that is already been written/defined?

a lisp program that help you to Batch Plot (similar to a publish),

but also give you the choice to imput the project number to be charged the plot.

You have to work within the confines of whatever plotter you are using. Each has different methods of submitting and calling for project numbers and/or user submitting the plot.
I have always had success by batch plotting to a multi-page DWF or Multipage PDF (depending on what your submittal process will accept) then submitting the multipage DWF/PDF to the plotter as a single job either by some specific plotter "submit" utility (if such is provided by the manufacturer) or by opening the multi-page document and plotting from it.

It seems complicated, but is actually quite simple in practice (and also provides you with electronic copy for record files that you can store with the project.)
