Insert Dynamic Block using value list

Hi
is there a simple way to insert a dynamic block with lisp, controling its parameters by a xls-value list?

i want to insert a shape made of different arcs, one above the other. but the diameters of the arcs are altering in a different scale factor.

is that possible?
