Command ESCAPE

How I can make a routine, that when start produces an escape command? Equals a Escape key.

Or, in macro format if your routine doesn't need to be all in Lisp, ^C.
Usually you see two of them together, ^C^C, so that the routine will cancel
commands with nested levels of prompts (like Layer).
