make it easy to move iparts in vault

currently it seems the only way to do this is moving in the workspace

In 2014, you can move iParts in the vault,  but you have to move the parent factory file.  The child instances that reside in the subfolder will follow the parent factory.

While this applies to normal iParts - it doesnt seem to apply to iParts which have custom parameters inside them (e.g. a length parameter).
