When I assign an iAssembly member to an Item the related drawing and all other members drawings are linked in to that item. WHY? Is there a setting for this or is it a BUG?

Generally, assign an iAssembly member to an Item, the new item only links this member related drawing, not refer to other members drawings. Except for other members' drawings are related with this member before assign item.
However, I can't reproduce the issue in Autodesk Vault Profession 2013.
