I know that Libraries in Vault are read only. Is there any way to create a read only folder in Vault?

Hello,

You need at least Vault Workgroup to do that. In VLTW, you can define security on folder per users or per groups.

Hope this help.

If I have VW, but other users will have Vault Basic, will it lock them out from the folders I set as 'read only'?

Unfortunately, all the users will have to be on Vault Workgroup if you have a Vault Workgroup server.  We require matching clients to the server.
