Question regarding items/file lifecycle state

Currently we apply a file category to content center parts on check in and its lifecycle state is set to released and locked down.   Works great.   We also have a restriction in place that requires a file change order to change the state from Released to Work-in-progress.

 

From there we assign items to the Inventor model structure and approve/release it through a change order.   When another change order is written to change the model structure (lifecycle state to work-in-progress) I want the ability to restrict people from unlocking and checking out any content center parts that may be selected/added in the change order to change its item state to work-in-progress in the change order.

 

Currently the item for the content center part is unlocking the file and it allows the user to check out the file.  Granted they can not make changes directly to a conent center file, but in some cases the way the change order is created, the file may never get locked back done when the CO is approved/released.

 

So basically I am looking for a way to say if the content center file is released and locked down in vault, the item/change order can not change its state..

 

Using Vault 2013 Pro/Inventor 2013 with no service pack.
