Vault Pro SR1 SP1.
One of Items (Number=B112DV11113) has two revisions
"1" (historical) State=Obsolete
"1.1" (Latest) Satete=WIP
Could anyone imagine the scenario where user is allowed to repeat same trick (to my mind switching Items state to "Obsolete" means complete stop of further activities, not)?
Obsolete in Items does not mean dead. They can be revived back to either WIP or In Review.
Perhaps you feel there should be an option to disable this so that Obsolete means permanantly? This might be a good suggestion for the Vault Idea Station.

As far as I can see, right now, there is nothing to prevent a user from changing the state of an Obsolete Item. You could create a custom view in Item Master on the client machines, which would hide all Obsolete Items. If they can't see them, they can't change them?

By default, yes. If you go from Obsolete to WIP, it'll retain the Revision that it was at before being obsleted. But you can change this if you want so that going from Obsolete to WIP would result in a Revision bump.
