You may want to give a utility like filemon a shot to help narrow down your
problem with respect to permissions (and the web site via IIS). You can
download this via www.sysinternals.com. The utility is called filemon. It's
free and quite helpful in troubleshooting these types of problems as well as
any problems you might encounter with file store permissions, error 111,
etc.
Download filemon, install it and run it on your server where the
installation isn't going well for ADMS.
Check all volumes (local hard drives and named pipes), clear the entry and
start capturing events.
Run the ADMS installaiton and let it fail with the 29001 error you
described.
Go back to filemone and either save the log as a file (e.g., filemon.log) or
use the find function (Control F) to search and find any instances of
"ACCESS DENIED" or simply "DENIED" in the log file.
Typically, you'll find some instances during the installation that have the
'access denied' error thrown in the filemon log file. This line will
identify the process that's failing (usually something in the installer like
aspnet_wp.exe or w3wp.exe if it's strictly within IIS), the folder that
lacks permissions (could be C:\Inetpub\wwwroot) as well as the user account
that lacks permissions.
So, what you're looking for specifically is the folder and user account. It
might be the SYSTEM account, or it could be something else. Use this
information to correct any permissions problem that's identified and that
might get your installation going successfully.
If you've preconfigured IIS to host an internal web site or something along
those lines, then the IIS might need to be uninstalled and reinstalled
(obviously taking steps to make sure whatever you have utilizing IIS isn't
broken or lost). Most of the time we don't have any problems with IIS unless
there's another application using it that's not installed in such a way to
"play well with others". 🙂
Anyway, hope that helps you out..

I did set it like the screenshot on my first attempt, before re-installing
IIS. After re-installing, the default was set to none, so I tried "Scripts
only" on the fresh install. I still get access denied. So, this error, it's
related to permissions on the web site?
