Enforcing Latin and numeric (and few extra chars) in filenames?

Recently our company have restricted internal standard. Users are not allowed to use Cyrillic chars anymore.

1. Is there an easy way to rename those already in the vault files in if i have the char-conersion table?.

2. Is there a way to prevent checking in files that have in filename chars that are not on the list of allowed?
