Unfortunately your pictures are hard to see.

What Vault product and release are you using?

Has the file been assigned to item?

Does the file have a category assigned?

What is the actual text of the error message?

Okay, well it looks like that while the latest version of "6719 weatherseal.iam" is not used anywhere, an earlier version of the file was used in "6719 Full Assembly.iam." In fact, the file may not even be used in the latest version of "6719 Full Assembly.iam" but may have been used in an earlier version of the assembly. In this case, the assembly would present this restriction because if you ever went back and Got Previous on the "6719 Full Assembly.iam" we would need to doanload the version of "6719 weatherseal.iam" which was used in the previous version of  "6719 Full Assembly.iam."

That being said, if you are willing to potentially have an earlier version of "6719 Full Assembly.iam" with missing references, I believe you should be able to log in as an admin and choose to ignore the restriction when you do the delete.
