Checkers can't edit COs in the Check state

I seem to be missing something.  I have a change order in the check state.  I have given three individuals the Checker role in the vault.  Two have the vault global role of Change Order Editor 1, and one is an Administrator.  None of them can edit the change order.  Can anyone help me think of settings I might have wrong that would not allow these people to edit the change order when in the Check state?  We find that we can reject or approve, but not edit the change order properties.
