Vault Professional 2014 Replace Issue

Hi,

I am trying to replace an Xref with an Identical Xref (only different Project.Filename) in Vault.

When I highlight the particular Xref (or any Xref for that matter) and pick Edit | Replace... I get the same "Restriction" error message window pop up....every time.

Please refer to the attached....

What exactly does the message mean and how can I make this work?

Note: I am trying to replace existing old drawings with existing (identical except for project number) "new" drawings  in Vault. All drawings were copied designed and given different project numbers accordingly.

I have administrator rights if required....
