Any suggestions towards error? Attached is the LOG and PRE-CHECK.

Regarding the precheck failure, if you click retry does it progress? In some cases, the prechecks actually execute before IIS is ready to respond to requests. Performing the retry (and succesful response) can confirm that.
If it still fails, you can try opening one of IIS's default pages (by browsing to http://localhost on the server). You should recieve either an underconstruction message or an IIS welcome screen. If you do not, there may be something wrong with you IIS install.
The other log is from the FlexNET license manager - is it configured to host your license file and is running / the license file has been read?

Yes. I receive an "Under Construction" page if I type http://localhost
Also, if I type http://localhost/TestASP/TestASPNetStatic.txt it displays the correct page and info, "Static File".
Right now I'm getting an error in the Exception: "The remote server returned an error: (401) Unathorized.
Andy, Do you have information on "Directory Security" for "Authentication and Access Control" in IIS? I believe that's where my trouble is lying with Vault inability to autheticate this IUSR_ATSO2 account that's created.

What version of IIS / or what OS is the server hosting vault? Is there any Antivirus software, firewall software installed? and is the UAC enabled?
For the license server, can you perform a stop, start, and re-read? does it re-read correctly?

A. Thank you Andy. Yes I forgot to stop the antivirus - McAfee HBSS, Intrusion Prevention was blocking adskflex.exe - I turned it off now. The fLicensce file has been re-read successfully. Below is the diagnostics and status.

A. Yes it can read the .lic file correctly now.

A. In "Exceptions" at the bottom of the "Autodesk Diagnostic Tool Log File.
(Andy, It fixed the Exceptions error by locating the .lic file)
But, I still get the error message "Failure" under "Checking ASP Status" "Accessing an http static file failed at URL
