Random Runtime Error from Job Processor

I get this error (see pic) sometimes from the Job Processor. It can happen to any of the jobs, but most of the time everything works fine.

 

I want to enable the error message to be viewable on remote machines, but where is the web.config file? What is meant by the root directory and what is the web application? Is this the ADMS server on the server machine?
