Is there a way or a third tool in order to list all items that need an update?
The senario:
- Working with file lifecycles and items.
- Disabling the item security (as explain by Autodesk).
- A part.ipt is in a file release state.
- The related item is in a release state.
A user change the file state to work in progress. It change someting and release the file.
There is no way to know that the item need an update...

There is no tool I am aware of that will provide this - there is no "live" link between Item and file and this is as designed ensuring only correct updates propagate and we keep the system performant.
To add further detail, the only time you will be prompted to update the item is on release, while an item is in the released state you cannot edit or update attachments, so realistically you need a process in place that ensures a user who makes file changes propagates those to the associated items (by placing Item in WIP and re-Releasing) at the time of doing the change to ensure the latest version of the item is available. This is one of the draw backs of managing file and item access separately.

Thanks for your answer. Ok, it's a shame there is no more robustness btwn the two worlds.
Can we imagine this kind of behavior in future release: Can't change the state of a file if the item is in a release state (kind of criteria or action in the transition).
Is there some plan to improve this? Because with the actual system this customer decide to don't use the item because of the risk to forget to update an item and then the ERP...
Or an another way is a kind of tool to export BOM from an IAM without using items.
