How do you set Style Library = No in a vault project?

We get drawing templates from different clients who want us to use their title blocks for drawings.  When we start  a new drawing we get a Styles Conflict dialog box telling us to edit the project and set Use Style Library = No (see attached)  When I try to edit the  Styles library in the vault project the options are greyed out,  I don't have any files open and neither does anyone else.  I am a vault admin.  How do I fix this problem?

Is the project file checked out to you when you are trying to edit it?

no  nothing is checked out.  other parts of the project can be edited

If the project is editable, though not checked out, was the read-only flag removed manually from the file?

Is the project file in vault?

 

Can you submit a screen shot of what you are seeing when trying to edit the project file?
