This looks like a popular topic but I can't find a propoper fix for it.
I ran into this problem before and at that time all I did was restart the service unde "services" in windows.
That does not work now. The services are running but I can not get in either via web or the vault browser.
This is my setup
Production Suite 2012
Vault 2012
Everything runs on the same 6-core pc for now. I will move the database to another system next week.
It worked yesterday but it does not today.
This is the checks I've done:
1) web:
and
http://127.0.0.1/AutodeskDM/Services/SecurityService.asmx
nothing
2) turnied of firewall
nothing
(The firewall I am using is Trend Micro)
I also cheked if port 80 is open and it respond to port 80 frm another PC
3) checked the services under Administration tools. All services are running. Turned them of and restarted them
nothing
4) Open the SQL server configuration manager
The SQL Server and SQL browser are running but the agent is stopped.
I guess that is the way it should. I can restart them all but the agent stops since it has nothing to do.
Moving forward
A) re-install is something I realy do not want to do. I do not think that is a fix but worst case that is an option
If I go there what parts need to be backed up due to that it is lost in the re-install. what parts need to be updated just to be safe?
B) Is there a way of re-register the services?
Please Please help. Frustration and bitterness are spreading.

I have some more info,
The IIS tool shows that the dafault web site is NOT running.
I try to restart it but it says
(translated from Swedish)
It is not possible to access the file since it is used by another process(exception from HRESULT 0x80070020)
Any ideas?
Here is what is cousing the problem:
Port 80 is stolen by anohter app before ISS starts.
Apps that can couse this is Skype.exe
There is others too. but in my case... it was skype.
to check this:
open command and run:
NETSTAT -ano
you see what app is using each port
There is two ways to fix this.
Don't do anything. just make sure you start vault before skype.
open skype and change the default port to something else. I picked 8080
You change it under Tools> Options> advanced>connections. disable use port 80 and 443 for incoming conections and choose soemthing else.

But I have not installed Skype.
How can you understand which program uses port 80
I run cmd and typed netstat -ano and this type of data appeared
Proto--Local Address--Foreign Address--State --PID
TCP-- 0.0.0.0:80 --0.0.0.0:0 --Listening--1928
Whats the meaning of that?
From where I can change which program uses a port.
