Fixing the Egyptian Reinforcing bars (ECCS_203_2001) Characteristic yield stress

I recommend you to fix the values of the Egyptian reinforcing bars (ECCS_203_2001) to be like that pic.

We usually correct it manually from it's .Xml file it's not working to change values from the program.

The mild steel yield stress we use = 2.4 E+08

and 

The high tensile steel yield stress = 3.6 E+08
