Markup - who and when - show on screen

We have a number of people making markups, i.e. project manager, engineer, principal, etc. Typically every such person has his\her own markup color. But how about designers? There are too many of them. Probably all the designers should use the same color. If a designer wants to ask a question back to a markup to he puts his comment/markup. How a project manager can see who asks the question? He/she should go to markup list and find this markup highlighted. It is too complicated. 

I would like to click on a markup and see (along with staple symbol) basic markup info - who and when created it.

This is a great idea! 

I've created a mockup of what this could potentially look like. Is this what you had in mind?

I think it would also be helpful if the background was slightly transparent, so we can see what is underneath the information box.

A lot of this would be resolved if markups were associated with issues but agree an info pop-up (tooltip style?) would be useful
