Projects in hub to be open or private for joining without admin invite

Make BIM 360 site Projects viewable by all within the organization.

• Allow users to join Projects on their hub without admin invite.
• Ability to make projects private (invite only).

Currently an admin has to manage all projects in a hub. For widespread enterprise adoption users should have the option to see all of their companies projects and join ad hoc as if they were using their own internal network. MS Teams has a similar framework to search and join public projects but an admin can still make a project Private/invite only

Obvioulsy this is an incredibly old idea; however, this is very, very true and much needed!
