Change logic on permission setting for "Closing Issues > Same role AND company"

I am logging this on behalf of a customer:

The customer would like to see a either a change made to the logic for the permission setting:

Closing Issues > "Same role AND company as user"

To either "Same company as user" OR "Same role OR company as user". FYI option for only "same role" already exists. 

OR make it so that if a user's company does change, then any issues that the user has authored will update the "Author company" to reflect the current company of the author.

Reason - after changing a user's company, the user could no longer close issues created prior to the company change while this setting was enabled.
