The transmittal feature within BIM 360 allows you to "attach" sheets which in many cases may have been uploaded to the Plans section of your project hub from a Revit file and the system extracts the sheets. However if the receiver of the transmittal wants to download those sheets, they end up getting the Revit model and not just the sheets. This does not work for recipients who may not have Revit on their end. Can this be adjusted so that if sheets that are extracted from a Revit model and attached to a transmittal DOES NOT download the entire Revit model?

From your description, it appears that you are looking to request a product enhancement for Transmittals in BIM 360. The behavior you described is by design, but we understand why it would be useful to have a choice in what gets attached to the Transmittal. Especially when the file type requires software the recipient may not have or use.
