Technical Art
Technical Art as a discipline has grown from the crafting of simple scripts in Max or Maya to the creation of full art processing pipelines. Now technical artists are expected to create data translators, procedural art generation tools, code shaders, and maintain data archives, among other things. This forum is a place where technical artists can meet to discuss any and all issues, ideas, or insights they might have so that others can help and learn from them.

From what I can tell from the company information, that is not an effect done in a 3D program. That is real video shot of a projection onto a building.

Any 3D program could effectively do something similar with some complex mapping.
If you have real-world footage of the building, you would need to recreate the basic structure in 3D, do camera match or camera tracking, utilize the Matte-Shadow material or composite in post.

Never seen something similar before. However you can make this even in 3D Max but you have a lot to work on. Take some pictures with the building and then make it in 3D, you need to make it as to fit the building, maybe if you can to make some tests on that building...
