CVT Clutch

I am currently working on creating a model of a CVT (continuously variable transmission) system.  This system has fins built into the clutch that is supposed to act as a centrifugal fan.  The main concern of this project is getting the clutch to rotate at a given angular velocity to generate airflow. (Moving solid part? moving mesh?)  This clutch is not a fan or centrifugal pump because it doesn't have a specific curve to follow.  It is just a simple part rotating.
