I have PC data in ASC format (basically it's a text file). Is there a way to translate it into a format the shap extraction tool can use?

You should be able to convert your ascii file using the Kubit program. It will convert it to the *.pcg format used by AutoCAD. There, with the point cloud attached to your drawing, you will be able to use the shape extraction tool.
