I dont know the reason why it wasn't published on Autodesk site, so you can find the list of issues here:

The site with SPs updated with SP4 for robot 2013 is "almost ready".
I hope it will be fully functional next week.

When I try to install the x64 version I get the following error message: "The service pack could not be installed because the expected Autodesk product could not be located on your computer. Make sure that you are using the correct service pack for the product."

What version of SP4 did you download - for ARSA 2013 or for ARSA 2013 Pro?

Could you send a file - I can't reproduce your bug (Windows 7 x64 Polish).
I tried it on Polish interface of Robot and on Ukrainian inteface, and on differeent steel codes (including Russian SNiP as on Screencast) but for me it works OK.
Maybe this bug, is Windows version dependent?
Unfortunately it depens on code selected. Polish , EC are OK.
We are cheking other codes.
Codes, for which the effect reported by Romanich is observed: SNiP II-23-81, BS5950:2000, BSK99, GB50017-2003
It is investigated - the post will be updated with latest news.

Thank you, Pawel. The same fatal error in 2014 version. When program not respond, in dialog I see that this is DEV version.
I downloaded this version from Subscription.

As concerns the issue concerning internal bracings, reported by Romanich, and concerning some steel design codes (Russian SNIP II-23-81, Romanian STAS 10108/0-78, Japanese AIJ-ASD 05, Chinese GB50017-2003, British BS5950:2000, Swedish BSK99) it is fixed in HF5 to RSA and RSAPro 2013 and in HF1 to RSAPro 2014.
