Relative admissible deflection

Hello,

In the parameters of the required reinforcement for RC Beams, I can't put any value on the relative admissible deflection, only the absolute value are avaliable. Why this happends?

But in that option, the problem is the same, I have to enter an absolute value too, and I want to put a relative value, who changes with the length of the beam.
