How to edit and save code combination regulation in RSA 2013, Win 7

I need to add rows or edit existing rows (parameters) in the "editor of code combination regulation".  I change some parameters in the form and save it but when I open it up again nothing is changed? What's wrong? I'm running Robot 2013, Win 7.
