now you place a dimension
move the text
exit dimension command
reselect dimension
put leader off
why no leader option at the type ?

There is an existing request item open with our development team to allow the option of choosing whether the leader for dimension text would be on or off and the ability to set the default that is currently under investigation for a future release. For the time being, you would have to uncheck that box after placing the dimension and text.
While the request item does exist, if you have any additional comments about the behavior that you would like to add, I would suggest providing them at the Feedback Site.

Why don't you choose this option ? so if you move the dimension text it wont show the leader line.

Yes that can work but only beyond witness line - when I have a smaller detail drawing and many small parts to call out whit a dim. that option not a solution anymore because I am always beyond the witness line. I hope in 2020 there will be a none or nothing option....
In you drawing select a casual dimension>Ctrkl+A>Uncheck Graphics:Leader
