Application Menu (the big "R") ▼ New ► Family. In the following dialog, open the "Annotations" folder, select "Generic Tag.rft", hit "Open". Under Family 'Category and Parameters' (the button on the Ribbon with the folder image), select "Pipe Insulation Tags" from the list of available Categories, and click "OK". Now you can place a Label and configure it to report the desired Parameter information.
