I create a family of the Bldg area and name it "keyplan"...create a separate region for each area on the "keyplan", and any text for each area, ie "A", "B", & "C"......Next create 4 YES/NO shared Instance parameters, IE, "Keyplan", "Area A", "Area B", "Area C".(all without quotations)...Click on the "Keyplan" Model, and on the Type Properties palette, at the Visible line you'll see a 'button'...click on the button, the parameters dialog should open, click the shared parameters radio, find your "Keyplan" Yes/No parameter and chose it. When you close all the dialogs and get back your Type Proerties palette, you should now see and "equal (=)" symbol on the button..this means that the parameter is tied to another parameter, in this case a Yes/No...Do this for the visibility param's for each of the Text and Regions that correspond to the appropriate areas. Next load this family into your BORDER Family, and repeat the steps for tying the visibility for each of the parameters from the Keyplan loaded family to your Border Visibility parameters as in the family itself. Once all of these parameters are linked, simply load the Border into your projects...Once there, open a sheet, click on the Border, look the properties palette, and check or uncheck whichever parameters you want to display on the sheet.
