Central model doesn't allow synchronizing

We have saved our model as a central file, but it will only allow one workstation to synchronise with the central. It seems whoever makes the file is the only one who can synchronize with the central model. Other workstations can create a local copy, edit it but cannot sync with the central model.

Did you enable worksets in the central file? Collaborate -> Worksets

Things to check:

1) Check the Windows folder permissions as well as the Central file permissions itself.  Maybe it got saved with permissions set to read-only.  Check ownership, read-write settings, etc.

2) Check how the folders are mapped.  If I am mapped to a folder as F: drive and you are mapped as G: drive, then that can cause issues.

3) Does anyone have it opened directly?

The problem seems to be specific to one workstation. So we are looking at an IT solution.
