480/277V Transformer Connect to 120/208V Panelboard

Primary dist system is 480/277 on the Trans and secondary is 120/208 but it will not connect to the 120/208 Panelboard

You shouldn't be trying to connect the transformer to the panel board. You should be trying to connect the panel board to the transformer.

The "circuit" will need to have the transformer as the "parent" element and the panel board as the child element in this case. The transformer can also be connected to a "parent" panelboard, but that panel would need to be 480V.
