unhide category when reveal hidden elements unavailable?

This is one of your familes, the carpet edge section.  In the Ref Level view there are no ref planes and new ones dissappear the moment they are drawn so the category must be hidden.  The Reveal Hidden Elements lightbulb is greyed out so I can't right-click a hidden reference plane to unhide the category.

The "Reveal Hidden Elements" command in unavailable because one cannot hide individual elements in the Family Editor. What going on here, is that the Annotation Categories are turned off as a whole; under V/G Overrides » Annotation Categories tab, there is a checkbox at the top, "Show annotation categories in this view", which hides them all regardless of their normal visibility status.
