problem in moify element in revit file

(Can't edit the element until 'A' resaves the element to central and relinquishes it and you Reload Latest.).this note come when i try to modify or erase any element in revit file 

and i want to know why does this proplem occur ? 

and how can i  resolve this proplem becouse ineed this file 

and please iwant the steps to solve thisproblem

Are you aware you are working with worksets in a team?

The message is a normal one...if you have many worksets and there other people that work on Locals on the same project.

Maybe one member of the team borrowed the file and you have no right of acces till he relinquish the file to the Central....

Speak with you BIM manager or who else manage the workteam to clearify your problem...
