yes, just place a camera in plan view. This creates a new view that is a
perspective view. The Camera will not turn a 3D view into a perspective
view.
Once your perspective view is created, you can obrit around the perspective
view using the same methods as a 3D view. If you pick something in your
model, when orbiting the slected object will become the center of the
rotation/orbit.

Is that for creating a static 3D view? If I am in the 3D view of the
project browser and I go to the View tab, the camera option is not
available. I have to use that with a plan view and create another view. I
wanted to be able to orbit the model and see it in perspective. it's hard
to tell what things will look like in the reverse perspective. Am I missing
something basic?
