I am drawing a house on a steeply sloping site. The outside stair running along the side of the house traverses two floors. I've drawn it according to the surveyor's levels but the topo surface is hiding parts of it out. Is there an easy way to adjust the topo surface to stop under the various flights of stairs and landings?

I would do this with split surface, defining the area of the topography that the stairs require to work properly, then editing the points of the split surface as per the elevation of the bottom of the stair, at every landing. In a section view, it is possible to find out the elevation of each point with the spot elevation tool. Then, we edit the split surface based on those elevations.

So what your saying is take a section, write down the spot elevation for each level, then split the surface and add RL points to each corner, and adjust to match the RL heights.

Yes, that is correct. You might need to adjust both, the main topography and the split surface, to the elevations of the stair.
