More issues with stair!

I wanted a stair to run from level 0.00 to 2.97.

Assuming a number of steps to be 18, then the rise is 2.97/18=0.165

Then in this case, what is the difference between the “desired number of risers” and the “actual number of risers”?

Why the “actual number of risers" = -1 ????
